Why don't the Republicans put everything in the Budget Bill

Why don't the Republicans put everything in the Budget Bill
to avoid a filibuster (as they did with ANWR)?

Why don't they put appointing Bush's rejected judges in the budget, on the grounds that they will make pro-business rulings which will result in more tax revenue?

Is anything stopping the Republicans in the Senate from doing that?

need. I don't know why, but geesix if they think of that...
I know I don't want to think about it, these toxic freaks scare the shit out of me as it is.

2. They already thought of putting things in the Budget as
a dirty trick to get around the filibuster.

They did it with drilling in ANWR.

I'm just asking why they didn't do that with everything.

but I think they might be hiding something or they know people will be upset. But then again we already have a huge bill on the table so I have no idea.
