2. Unfortunately its not a widely disseminated topic
I never heard of it until early last year. Unless you are a hardcore environmental activist or have been talked to by an environmental activist, it seems difficult to imagine where someone would hear about from (certainly not the corporate media).

5. The person answering the phone at my office doesn't know what
a petition for reconsideration is..that's why she's answering the phones and I'm doing petitions for reconsideration.
