Check this Out --- BP presentation on "oil disruptions & govt planning"
specifically note page 5 of 11 where it talks about "calming the public" and working with the govt.

(this may well be planning for terrorism related oil issues or peak oil...either way..it's an issue)

this paper was presented at:

International Energy Agency
European Conference of Ministers of Transport
WORKSHOP: MANAGING OIL DEMAND IN TRANSPORT
Paris, 7-8 March, 2005

2. Thumbing Through These Presentations, It Seems Clear That The
Powers that be are considering a range of options to reduce demand.

The most obvious option is rationing gas for the little person so big business and governments can continue using as they please.

As always the least among us take the largest hit.

3. Jeremy Rifkin
His book the Hydogen Economy gave one of the best presentations I have ever read on oil and its impact on our entire society. Oil is literally the bloodstream/circulatory system of our nation. Much of the top-down planning and governance in our society both corporate and political is a direct result of the need to manage and regulate the flow of oil to all parts of our economic body.

We do need to be afraid of when the oil stops flowing. There will be massive disruptions in the body politic. Of course, with alternate energy, renewable energy much of this could be averted.

Whether or not one agrees with the premise of his book his introduction about oil and how it affects our society is worth reading.
