Flags at half mast?
I noticed this at a local school and Post Office today. I must have missed reports (or DU threads) of an Executive Order to lower them. Is there a precedent for this? Have flags been lowered in the USA for the Pope before?

1. I don't know if it's been done before, but
under paragraph (m), Section 7, Chapter 1, Title 4 of the United States Code, the president can do it.

10. We weren't exchanging ambassadors last time, I don't think
Bush may be doing it for pandering reasons, but protocol-wise, it works--see my post below about the Pope's dual role as head of state.

3. It's like this in most nations.
Most nations have lowered the flag in honor of Pope John Paul II.

7. A controversy in France
don't have a link, but some thought lowering flags was inconsistent with the secular French state. But Chirac did it anyway.

5. In Minnesota, Timmy No-Tool (Pawlenty) has ordered flags at 1/2 mast
in honor of the Pope's death. Might be a state by state thing...I think we are also at the end of the 1/2 mast thing for the Red Lake HS shooting.

6. nope it's federal
Please remember Bush cut short the mourning period for people killed in the WTC/Pentagon-
after only 11 days
he ran off to Camp David & had Ari say mourning is over

9. People forget, he is a HEAD of STATE
...as well as a religious leader, an "ally" if you will, with full diplomatic representation here and we reciprocate as well. If Blair were hit by a bus we'd do the same.
