I think it is. The hankie tied on his head makes it a little hard to tell. But the suspicious lack of sideburns or hair in front of his ear, combined with the obvious long locks trailing behind spells "mullet" to me. I think the mustache is another bad sign, indicating mullet tendencies, if not an actual mullet. But I'm pretty sure there's a full-fledged mullet under that patriotic do-rag. Bet he drives an El Camino too.
