My HOA would definitely not allow me to erect a stone monument of the Ten Commandments in my yard. That is forbidden in the CC&Rs.
Any structures erected on the property have to be approved by an architect, then approved by the HOA architectural committee, then approved by the HOA aesthetic committee, and if those requirements are met I need to procure the express written permission of any residents whose "views" would be affected by my structure.
Now if I did decide to erect a giant stone Ten Commandments in my yard, I am sure it would be quite a zoo because fundies from all over would come out of their snake-handing revival meetings and congregate in my front yard to show support for my giant stone Ten Commandments and denounce my liberal secular humanistic godless HOA.
...But of course, having that many people in my front yard is definitely a violation of the CC&R's and would bring down the wrath of the HOA.
