Carriles and Bosch ALLEGEDLY worked with two others to bomb the plane.

Hey, if Panama likes him so much, how about giving him a nice white hat and let him live there. Media note: when the media complained about Clinton pardoning Marc Rich (the pardon seemed reasonable to me), NO MENTION was made about Bush Sr. pardons despite comparisons to Carter, Reagan, and et. al. Go figure.

Still another FBI document quoted an unnamed Cuban refugee as saying that Posada was paid $5,000 in 1965 by Jorge Mas Canosa, a prominent Cuban exile in Miami who died in 1997, to finance an attempt to attach powerful explosive mines to Cuban or Soviet ships in the port of Veracruz, Mexico.

"This declassified dossier is a record of Luis Posada's career in violence," said Peter Kornbluh, director of the Archive's Cuba Documentation Project. "In this day and age, the U.S. cannot wage a war on international terrorism on the one hand and allow someone with this kind of record to live here on the other." Posada's lawyer, Eduardo Soto of Coral Gables, has denied his client had any role in the 1976 airline bombing, which killed 73 people when the plane crashed in Barbados. Soto, who did not immediately return a telephone call Tuesday, said last month that Posada, 77, slipped into the United States via Mexico in mid-March and deserves asylum because of his work with the CIA and long opposition to Castro.

The airline bombing document is based on information the FBI got from a former Miami-Dade County detective, Raul Diaz, who in turn cited an informant named Ricardo Morales Navarrete. Morales Navarrete was present at the meetings about bombing a Cuban airline, including one at his apartment attended by Posada in which there was talk about who should take part in the operation and who should claim credit, the document says.

According to the document, Morales alleged that "some people in the Venezuelan government" were involved in the bombing and that if Posada talked, Morales is quoted as saying, "the Venezuelan government will 'go down the tubes.'"

Posada also apparently ran his own guerrilla training camp in Florida. In a statement to the FBI in July 1965, Posada is quoted as saying he built the camp in Polk City, Fla., on private property "for guerrilla warfare in Cuba." A plan for about two dozen men to travel to Cuba in May 1964 failed, however. The FBI document notes that the property owner, identified as Weir P. Williams, believed that the camp was supported by the U.S. government and that "the uniforms, boots and equipment appeared to be U.S. government issue." Williams also told the FBI that the local sheriff had told him that the camp "was operating with U.S. government approval."

In a televised appearance Tuesday, the Cuban leader dedicated more than an hour to listing numerous terrorist actions Cuban officials attribute to Posada or his associates, and suggested that Posada might have ties the 1963 assassination of President John F. Kennedy.
