He's just talking, making his point. He closed down debate in the senate today and declared time for "morning business" which is time when any senator can talk about anything they want.
I don't know why he didn't come to the floor during the debate time or why he waited to do it till "morning business" . but that's what he's doing.
6. I don't know, but I think you can expect it when you least expect it.
What I mean is that the Pubs do their best to NOT do what the media reports they'll do. All the media is reporting you won't see it until next week. I wouldn't be surprised if you didn't see something late at night. They do their best work then!
