William G. Myers III - is earmarked for the 9th Circuit.....The BIG Prize
Probably one of the best article on the Federal Circuits......

This is what we are NOW in store for.....

But if the president cannot change the ideological cast of the 9th Circuit, Republicans in Congress can change the makeup of the 9th Circuit itself. It is by far the largest of the appeals courts, encompassing nine states, from Alaska to Arizona and California.

"It is not a question of if the 9th Circuit will be split, but when," House Judiciary Committee Chairman F. James Sensenbrenner Jr. (R-Wis.) told a conference of judges at the Supreme Court last month.

House Republicans are backing a bill to create two or even three circuits out of the current 9th Circuit, but the plan has stalled in the Senate.

1. Ninth Circuit On Pubbie Hit List
And I've lived in California, Oregon and Washington at various points in my life. There's a fair amount of steam in Oregon, Washington, Alaska, Idaho and Nevada behind the idea of getting out from under all the law that gets made in California.

I LIKE the present Ninth, but knowing how regional the Northwest and Intermountain Western states are . . . they'll be shootin' for getting away from Cali and Hawaii until they get it.

What I've heard proposed is a new circuit with California and Hawaii, then split the rest of the Ninth up into two new circuits.

We Californians figure "good riddance" -- except for the 500 pound gorilla of Western States politics . . . .

He will split the 9th circuit into 2 or 3 so he can have majority control in all 15 cicuits

You're right of course, Rove and Frist will sit around and stick pins in the map, the goal being to turn blue states into red states.

My point was only that there are regional issues between the Western states -- W A T E R being the hugest one by far -- which will increase pressure to break up the Ninth.

Ask a liberal Democrat in Portland or Seattle what they think of diverting Columbia River water to keep lawns green in Santa Ana, California. Then step back. . . .

for elevating substance over style.

But those Dem's in the Northwest, otherwise loyal Blue to the core, will FREAK at that particular suggestion.

Basic term paper question in California Politics course: "Over the history of California since admission to the Union, how have water resource issues affected policy?"

THAT would be a bitch of a race-horse exam q, eh?

7. True, the Pacific Northwest is very regional (hard to be humble), but most
people in Oregon and Washington support most 9th Circuit decisions. If anything, we are more liberal than California in many ways.

Now, seceding from the whole damned country might be an idea that would sell in Ecotopia....

You are certainly right about green-type issues, Northwesterners are flamin' liberal on those issues. Probably why all three Left Coast states have been solid Democratic blue since 1988.

The Republican Party in Oregon is pretty liberal too. Doesn't leave the Dem's much to carp over. Remember Tom McCall?

But knowing that you are, would you like to be bound by water law forged in the Ninth Circuit, out of disputes like LA Water & Power trying to get its mitts onto Bonneville Dam water?

11. We are in the 10th circuit
...and we have our own problems with water with the Continental Divide. I just want to leave the country and I can't afford to..I'm tooold ..no one wants me at 55
