3. hasn't made it back to Washington yet for whatever reason
Washington office says that a speech will DEFINITELY be made, but it won't be today.

5. A Masshole had an interesting theory
The original story came from a small Massachusetts newspaper. Her suggestion was that Kerry hadn't been expecting the uproar, and wanted a bit more time to prepare the speech. Maybe. We shall see later in the week.
