What did Bush mean by this:
This is an excerpt from his 2003 State of the Union Address. I've put in bold what I'm wondering about.

To date we have arrested, or otherwise dealt with, many key commanders of al-Qaida. They include a man who directed logistics and funding for the September 11th attacks...the chief of al-Qaida operations in the Persian Gulf who planned the bombings of our embassies in East Africa and the USS Cole...an al-Qaida operations chief from Southeast Asia...a former director of al-Qaida's training camps in Afghanistan...a key al-Qaida operative in Europe..and a major al-Qaida leader in Yemen. All told, more than 3,000 suspected terrorists have been arrested in many countries. And many others have met a different fate. They are no longer a problem for the United States and our friends and allies.

refers to the ones that have been arrested & killed. Even he might not be stupid enough to say al-quaida is not longer a threat--after all, he needs someone to scare the American public with.

2. My take:
They are no longer a problem for the United States and our friends and allies refers to the many others have met a different fate. The different fate is death.

I can remember him saying that, and he prefaced it with "let me put it this way" they are no longer a problem for the United States and our friends and allies.

So I ALWAYS assumed it meant he had them killed, because it was the same way he acted when talking about Carla Faye Tucker's pleading for clemency. You know that glee he gets from killing.
