Was Kaplan high or drunk on Russert's MSNBC show last night or is he always like that?

last night watching this guy.He looked like he had taken a couple of hits of the crip b4 the interview.

I was thinking more like that mole in that Disney film...the foreign policy nerd sticks his head out in the daylight spouting views formed and hardened deep down in his dark, narrow little hole. More exposure of this guy can only help.
