The London attacks didn't work. They need something that people will more directly relate to: another fireworks display or some more countrymen dead.

I would guess nothing about it should disrupt oil flow or military equipment production (after all don't want to hurt the corporate welfare recipients). For maximum panic in the center of the country. My guess Denver.
