Your faithful rendering of the RNC talking points memo does nothing to alter a simple truth: Scott McLellan either lied or was lied to regarding Rove's involvement in identifying a CIA operative, and George Bush lied when he said that anyone so involved would be fired. No surprise there.
Whether Rove broke one difficult-to-break law -- which seems to be your standard here -- is irrelevant. He may have broken several others, and at the very least he confirmed classified information which a person with his security clearance is not allowed to confirm even if has become public.
As for the Wilson report you disparage, the paper you write for found his recounting of it compelling enough to publish the column that resulted in the retribution at the heart of the matter. (Perhaps it was beginning to rue its own uncritical stenoography of the White House war rationales, many of which were funneled directly through an evidently eager- to-please Judith Miller. That she is in jail now and Rove is not is pure tragic irony.)
The report was also of interest to milions of people around the world who rightly distrusted the adminstration from the first, and continue to be horrified by its callousness, incompetence and addiction to falsehood.
