Did he even know anyone was going? It seems that he can use plausible deniability unless Libby or Rove say he knew.
Is it concievable that after the fact that he may not have even been aware of Rove and Libby's confirmation of Wilson's wife to Novak or Cooper?
It seems that even if Cheney initially knew nothing, he most certainly knew more after Valeria Plame was outed. He knew who outed her and the reasons behind it.
The fact that this has taken two years to get to this point tells me at the very least there could be obstruction of justice. Bush, too.

but I think the photo taken on page one makes it pretty clear who the conspirators are.
