Their so-called party loyalty and their ability to march in goose step is merely the back road that leads to "MORE for me."

... obtain promotions which (1) reduce the number of those who can abuse you and (2) increase the number of those you can abuse. Thus, authoritarian systems promote masochists to sadists.

It also explains why torture comes easily to authoritarians.
