There should be another house in Congress

I think that there should be a Funds and Appropriations House.

Blue States contribute the most to the entirety of the United States and we shouldn't be taken on this Economy ruining joyride of the Red States (I live in a red state BTW).

This house will be made of the States that contribute the most to the Federal Economy. So, states like New York and California will have a very large voice in this House.

Let's say a bill comes out that will further mess up the economy:

House - Yes
Senate - Yes
Bush - Is ready to sign it
Funds House - NO!

I think we need this or something like this.

What do you all think?

1. unfortunately Congress IS the funding house
that is a power given to them expressly in the constitution...

6. I think we need to split up.
I think Lincoln made a huge mistake "preserving the union". If you look at electoral maps, very few times in history have the north and south voted together. There's a regional divide that can't be bridged, and if you drive through the south on any given day, you can see scars from the Confederacy that will never heal.

Maybe the coastal states could join Canada instead of forming their own Federal governments, that is legal, right?

2. Technically speaking...
The House IS the "fundings house", and for the exact reason and make up you describe. New York and California already do have the largest voice in the House of Reps.

5. It'd only work if you based representation on tax proportion.
But then you'd get into the rich being the ones who get the highest proportion.
