I suspect this is some kind of coded male power-play handshake. Right?

Rubbing people's heads or squeezing their shoulders like he's testing fruit at the supermarket. Cute if he's really your buddy, but when he's in a position of power and he's doing this to complete strangers, it's the equivalent of scent-marking his property. Same as assigning insulting nicknames. As you say, it's domination -- disguised with a happy-face button. His toadies coo, "Isn't he the friendliest guy!", or "Can't you take a joke?"

It's not funny, it's not endearing, and if he crept up and started putting his hands all over me, I'd tell him that we haven't even been introduced yet -- so move that arm or lose it, mister.

I once had a guy try to do the palm-down handshake on me, and I twisted his hand over so mine was palm down. He did the same, and we stood there for a second, locked... like a when a drill bit gets stuck. Haha. It was all done unconsciously I think, but we never really got on after that. Sort of summed up our working relationship for the duration.

It screams out that Domenici is submissive, has little influence, and is a low-ranking member of the Republican suckup crew.

If I were Mr Domenici, I'd be really really embarrassed.

He can't even LOOK at Bush. He'd be the starving puppy in a wolf pack.
