It's been sued enough to know that the facts here would need to be confirmed to avoid potential liability. Given the harm that a story such as this could do to Rush's career, and the extent of the damages that would be recoverable, the potential exposure is too large, and this story would have had to be thoroughly vetted.

anything the Enquirer prints has been gone over with a zillion lawyers and they have their sources all in a row. They got sued so many times they are actually quite credible in what they report. The contents of the story may not have the zing of the headline and of course true or not true it's a bunch of pablum but if they say police think he's in a drug ring some police without a doubt do believe that.
