Thank you for pointing out is both the White House AND Congress.

If we let congress/media make a scapegoat out of Bush we're in for a simple replacement by a "more" compasionate conservative.

Not that he doesn't deserve 1/3 of the blame, but the house and senate each deserve their share of the blame for aiding and abetting.
