10. Fiertrucks can't make it in
equipment being loaded in National Guard dump trucks to get it in that way, they were instructed to hose the entire area down

17. cuz they're scared. they don't know how to deal with any of this

they're saying that they are worried about the crowd rioting, and that some of the buses that were sent had separated from the convoy and couldn't find their way to the superdome.
