think about it. If everyone would be evacuated, amazingly, the looting problem disappears, no?

they can do it by gunpoint, or by shooting you and evacuating you via the morgue.

That being said, I don't see it being that extreme.

just checking.

listen, this isn't rocket science: evacuate everyone, and noone is left to loot. Both problems solved.

However, STOP rescue operations and both problems are increased.
