Telling people what he's "gonna" do..They hear him, and assume it's happening as he speaks.. then they tune back in to watch the "stories"..

of talent and competence. With bushco, loyality is EVERYTHING and ability, or lack of it, does not matter. They demand 'yes-men' instead of people who can think and solve problems.
