2. It's an experiment FEMA is conducting--don't disturb the petri dish!
to see what happens when a disaster interrupts essential services and people have no food and water and police forces are withdrawn or without backup.

Important questions are being answered:

How long before the crowd loses all inhibition and loots in broad daylight in front of cameras, witnesses even in front of cops.

How long before the cops resign themselves to simply trying to assist looters loot safely instead of in a panic in which people might be trampled.

How long before criminals go looting for guns and ammo.

How long before armed gangs raid hospitals for drugs.

How long before armed gangs use guns to corner a monopoly on remaining food and water supplies.

How long before the police riot in order to be evacuated ahead of schedule.

FEMA is learning a LOT from this exercise.
