I know it might not reach everyone but it's at least a start.

1. If I'm not mistaken they want people out of that area for safety reasons.
Dropping things, as you said, also has problems with distribution. It would be best to get people to safety before giving them aid.

12. That is a good idea. Not only will people be fed but there will be an
area which proper communication can happen on what to do next. It accomplishes many goals; it will help to feed people, help to evacuate them and will work to restore order. Again it is a very good idea.

14. Unless it can be done in an orderly fashion it may do as much harm as it
does good. DanCa's idea is good and would probably be an ideal solution to the problem.
