If you are more interested in the looters than the starving and dehydrating people everywhere, your priorities are clearly out of whack.

Right now, it is dangerous for relief workers to start handing out supplies, water, etc., because mobs form whenever they start and riots are likely. People desperate for food or water become afraid there will be none by the time its their turn, so they don't wait, they push and shove and it turns very very ugly.

This is common in situations like this, not a criticism of the people of NO. Though it is made worse by the number of people with guns.

There have been near-riots already when the evacuation busses arive. The police are advising news people not to eat or drink anywhere in public where they can be seen.

Without security they are not going to be able to hand out supplies without getting killed.

Things would not have gotten out of hand. That's usually a function of the National Guard.

I am just saying you can't tell the aid workers to just grab a few liters of water and walk in there, they'd get torn to shreds.
