Are they using "security" as an excuse for their incompetence ?
Well, we can't get food and water in there because the people are being shot at? Is it really that bad ? "Security" has been the coverall excuse since 9/11. Will there be rumors of a "terrorist" attack next? This is not time to worry about who might have a gun as an excuse not to help anyone? I suppose if a helicopter flew over myself and my family and did not drop any food or water and just flew away, I would shoot at it also.

The military is not in charge...this is no martial law...reminding us again on CNN.
