FEMA has "bugged out" of NOLA according to woman anchor on WWLTV whose husband is in the Superdome with the refugees.

Sending in regular armed forces to deal with a civilian problem is expressly forbidden by the Posse Comitatus Act and it would be a Very Very Big Deal if this decision were made, so I'm surprised there hasnt been any mention of this in the mainstream media."

1. They did mention that the fed troops cannot act in the same way as the
local ones.

2. Yes and no
they could be marginally under the control of the Govenor, USCG, or Mayor, which would avoid much of this.

They also have a duty to defend and protect the navigable waterways--especially the navy & marine corp. The Army can deploy to protect installations, foriegn embassies, etc (all of which exist).
