Encouraging National Guard membership for potential volunteers
That bothers me. I think it truely means encouraging NG membership for potential tour of duty in Iraq after you rescued NOLA

3. Bait and Switch....
Get them to sign up for civilian emergencies and ship them off to the ME.

Seriously, the NG will be decades in recovering from the abuse of their use in Iraq. And that won't help in future domester disasters...
