8. Bush puts function-nots into the top level bureaucratic positions.
They are put in - unqualified and purposely inefficient - to diminish the idea of government public works & public goods.

It is not the bureaucracy that is to blame. It is the purposeful inefficiency the new "leadership" bring into play.

They create a vacuum in hopes that corporations will look like the only alternative..the only way to deliver once public goods ...

like rescue



To blame the bureaucracy is to blame the little people with no power.

It is murder by purposeful diminshment of institutions from the top - to create a desired political outcome.
