Okay. I'm slow but I finally figured it out.

They want you to be independent of the government but they don't want you to get help from anyone else either. And if it looks like you might accidentally get help, they'll turn whoever's wanting to help you away and send in the army who will then run a military operation disguised as a rescue. The fact that it is literally overkill is beside the point.

In the meantime, the politicians jump in for those wonderful photo-ops and attempts to spin with both feet and if whatever limited aid that was coming your way is now put on hold, well then so be it. The fact is, if you're unlucky enough to become a victim...
