Is there a clause in the constitution about being mentally unstable....
......to hold any State controlling position, as in Secretary of State?

I'm wondering if there is such an article and what the legal terms are around it. If there is such a law, can a Secretary of State be removed forcefully from office? Or forced to resign?

Condaleeza Rice has said some things on national television which would prove outright she is mentally unstable. She thinks Jesus is coming back soon to take her and all her friends, or something to that effect. Is it anywhere in the constitution?

I'd sure like to know what is in there. It would be great to be able to get rid of this and hire a new Secretary.
