Nixon? Harding?

3. What about Hoover? Or LBJ in '68?
Did they even have approval ratings back in the 1920s? In any case, Bush deserves to be lower than any of them.

4. They Did, But. . .
. . .remember that the data was far less reliable. They used phone and in-person, but the phone data underrepresented poorer folks when not EVERYONE had a phone and the in-person polling underrepresented rural people. Also, the lesser impact of mass media would have meant that it was more likely that people who were interested would be underinformed, and less likely that people who had access to information would care so little.

So, polls from those days aren't all that useful in any comparison to today. Anything prior to probably 1960 can't be compared, fairly, to anything since.
