Does anyone know how it is decided what state survivors will go to?

Does anyone know how it is decided what state survivors will go to?
I'm just thinking, for example, of the thousand or so expected to land in Portland in a couple days. Were these people told: "You are going to Portland -- take it or leave it" ... or was there some effort to place people where they perhaps have ties or have some preference of going to?

3. They are asking them if they will go...
They couldn't get anyone on the cruise ships or volunteers to go to snow country; (Feds shut down evacuation from Texas this morning.)

4. At least for the people that arrived in DC today, they didn't know
they were coming here until they got on the place. Not too sensitive if you ask me!

The answer: People are being matched to needs. If real housing is available, like on military bases, they'll send people with medical needs and families there.

I know that one person actively expressed a preference for a city, pursued it and they're authorizing a bus ticket there.

Upgrades?? Texas is a long way from where he used to call home, a Midnight Cowboy butt-busting ride for people who've already been in transit to god knows where for days.
