I've seen a couple of posts about victims being sent to a closed Air Force base in Puerto Rico (Roosevelt Roads). According to the story below from "Puerto Rico Local News" this is *not* the case.

Navy not interested in using Ceiba for Katrina victims
SAN JUAN (EFE) – Puerto Rico Federal Affairs Administration (PRFAA) Executive Director Eduardo Bhatia announced on Tuesday that the U.S. Navy isn’t interested in using the facilities of the former Roosevelt Roads naval base in Ceiba to provide shelter for the victims of Hurricane Katrina in Louisiana.
According to Bhatia, the Naval Facilities Commander has confirmed that there are no plans to use the facilities of the former Roosevelt Roads base to help the Federal Emergencies Management Administration (FEMA) accommodate hurricane victims.
Bhatia’s statement followed those made by pro-independence leader Hector Pesquera, who on Tuesday said the use of Roosevelt Roads facilities to shelter hurricane victims shouldn’t be an excuse not to transfer the lands to the local government.
