When a Hurricane is as large as the Gulf of Mexico, how can it be 'local'?

When a Hurricane is as large as the Gulf of Mexico, how can it be 'local'?
How can anyone with a freaking brain think that a hurricane that immense is just a "local" issue? It affects ports, commerce and people and yet...it is just local?

When "Local" and "State" Government says "HELP" doesn't that mean that the "FEDERAL" government is supposed to jump on in and help?

What the hell is the purpose of belonging to the United States and putting your money into the Federal coffers if the Federal Government doesn't react when you scream "HELP!!!!"

2. not only that but........
as several knowledgeable articles have recently have pointed out, as soon as the President declares it a disaster area, it becomes the federal govt's responsibility to provide aid and recovery.
