FEMAs role and objectives

Apparently it's not in the business of administering aid to victims of disasters. They "weren't invited" to Katrina so they didn't show. So what exactly is their role? Well, they have a huge underground facility at Mount Weather, Virginia whose primary purpose is continuity of government. I believe that "continuity of government" is merely a euphemism for "when the shit hits the fan, we're saving our asses, not your's" this has clearly been evident in the Katrina response. Let's face it. FEMA is only around for when they "have to"(already have) trash the U.S. Constitution and they have to implement martial law to control the rest of us plebes. There are provisions within FEMAs organizational doctrines to suspend the U.S. Constitution. How long? Katrina is merely a warm up.
