multi-tasking NOLA work
Correct me if I am wrong, Since they have so many people helping out, why can't they just divide the city into grids, assign troops and 1st responders to go in and multi-task their way down the streets.

1. search & rescue
2. recovery with dignity
3. pets
4. safety issues
5. delivering food & water
6. securing looters/looting
7. etc.

It seems that they keep going down street after street and leave tasks to other people who might come after them. Why can't they do it as they go. No wonder they don't know how many people are left alive and dead. You can't what needs to be done if you don't know what has been done already. Yes, it is a big city. The people who are there to help know what to do. I understand their frustration.

A team recovering bodies is ill-equpped to retrieve dogs.
