So, WHY do you think Brown is being recalled to DC?
My guess is that he did such a piss-poor job that Bush wants to give him a Medal and a raise.

4. Bush is going to the gulf this weekend and doesn't
want Brownie by his side, which would continue to raise all sorts of questions about competence. Now he can be seen with the new guy.

It's all about damage control, but not hurricane damage.

His mere presence is an open invitation to reporters to ask embarrassing questions about why the FEMA initial response was so poor and tardy. Remove the person associated with that failure and the provocation/opportunity to ask such questions will disappear with him. After all, what could his successor possibly say about why Bush's cronies screwed everything up? He's straight out of the uniformed military fer Chrissakes, he knows nothing about who did or said what before he got there.
