need help with rw talking point re: bush wanted fema separate from HLS

hubby said all the republicans at work are spewing out something that they heard on Rush yesterday. Apparently the new defense is that Bush always wanted FEMA and Homeland Security separate. Please help me with this, does anyone know and have sources as to what they are talking about and if it is true?

Regardless it's a weak point...they still put incompetence at the head of fema.

If nothing else, this just indicates Bush's incompetence.

And they can't blame Democrats for obstructing. Bush was able to get his tax cuts through without Democratic support. So why can't he get this done?

Republicans control all 3 branches of government, and have for the last 5 years. If they had wanted FEMA separate, they could have done it. I certainly don't recall a Senate filibuster over this.

but it was BUSH who replaced the very competent head of FEMA with his own hatchet-man apparachik, and then subsumed it into his new Homeland Security. FEMA was then systematically undefunded and demoralized. More later.

He wanted as much as possible under the DHS umbrella to exempt as many federal employees as possible from traditional civil service rules. The public reason was to integrate all homeland security/emergency management operations.

together w/ HSD . Hillary was requesting the President
separate FEMA and HSD two day ago ...She was on
C-Span .....

I still do not recall where they put the CG. I do know they were there in New orleans helping as they were on TV right off.
