10. He may be searching desperately for a legacy
and will announce the rebuilding of the South as an ideal American project, including decent housing and help plans for the minorities and the poor.

LBJ did the same after his shameful experience in Vietnam. He told us repeatedly we could have both guns and butter.

Just a guess, but I wouldn't be surprised. W wants something positive in his legacy.

He's trying to save face and poll numbers at this point. It's an attempt at coming across as reassuring and confident and like he has his shit together. I think it's going to backfire. People have gotten a rare glimpse of the unscripted Bu$h administration and they obviously have not liked what they've seen.
