Question about FEMA personnel -- how much authority do they have?

Question about FEMA personnel -- how much authority do they have?
This came to mind after hearing the story about the doctor who was told to stop CPR at the NO airport.

I always thought that FEMA people were admin types, more or less the Fed's insurance adjusters. But I keep hearing the stories that make me think they are sworn, armed, and there to enforce martial law with lethal force.
