Is Able Danger “Operation Northwoods" 40 years later?

I may be overstating the obvious here, but for those of us who are new, here is a refresher…

First, there was:
Operation Northwoods
N E W Y O R K, May 1, 2001 In the early 1960s, America's top military leaders reportedly drafted plans to kill innocent people and commit acts of terrorism in U.S. cities to create public support for a war against Cuba.

Code named Operation Northwoods, the plans reportedly included the possible assassination of Cuban émigrés, sinking boats of Cuban refugees on the high seas, hijacking planes, blowing up a U.S. ship, and even orchestrating violent terrorism in U.S. cities.

The plans were developed as ways to trick the American public and the international community into supporting a war to oust Cuba's then new leader, communist Fidel Castro.

America's top military brass even contemplated causing U.S. military casualties, writing: "We could blow up a U.S. ship in Guantanamo Bay and blame Cuba," and, "casualty lists in U.S. newspapers would cause a helpful wave of national indignation."

I wonder about the “deliberately withheld information for the President of the United States.” I wonder if Bush had an idea something was going to happen, but his handlers kept him in the dark to “keep him safe” (the Sgt. Schultz defense “I know nothing…I see nothing”) and to prevent him from inadvertently “spilling the beans.” After all, he did slip and said something about the first WTC attack:

Well, Jordan (ph), you're not going to believe what state I was in when I heard about the terrorist attack. I was in Florida. And my chief of staff, Andy Card -- actually I was in a classroom talking about a reading program that works. And I was sitting outside the classroom waiting to go in, and I saw an airplane hit the tower -- the TV was obviously on, and I use to fly myself, and I said, "There's one terrible pilot." And I said, "It must have been a horrible accident."

But I was whisked off there -- I didn't have much time to think about it, and I was sitting in the classroom, and Andy Card, my chief who was sitting over here walked in and said, "A second plane has hit the tower. America's under attack."

And, of course, there was the inaction for 20 minutes after being informed by Chief of Staff Andy Card that there was a second attack:

Andy Card says "We are under attack"
Bush says "OK, I just sit here for awhile and read about pet goats"

--It just doesn't make sense!

I wonder if his disappearance for three days on AF1 was the time his handlers used to slap him around a bit about his “performance” and to drill into his brain “what really happened” and to give him his “new lines” to memorize.

President Kennedy was smart enough to see the absurdness of “Operation Northwoods,” and rejected the plan. Can the same be said of pResident Bush?
