11. What is ther max. sustained wind NO? I wouldn't think it is more than
30 mph at most. The coast guard can fly in much higher winds for search in rescue.

They dropped sandbags after Katrina but that was only a temporary fix.

4. High winds and they won't do much.
Plug a hole here, make another somewhere else. Not that I want to defend these asshats, but there's not too much they can do until it over.

7. They tried to shore it up but it was short term. That is all they have
had time for - three weeks. It is too windy for helios. I heard they were going to try with boats.

10. I would not fly a helicopter right now while a Category 3
hurricane is bearing down on the area. It is not an easy job empty, carrying sandbags makes it an engineering and piloting "challenge". I say don't risk lives to save an area that is already destroyed. Patch it up when they are out of danger.

12. Tropical Storm winds are in Southern Louisiana already
While they aren't yet in the city, it would be too hazardous to fly a heliocopter in this weather.
