CNN, new video of * at briefing -- Why is he nodding again and again?

CNN, new video of * at briefing -- Why is he nodding again and again?
He's nodded quite a few times even in the brief moments shown so far, and no one around him is nodding like that. Weird. (And no, he isn't nodding as if he's about to fall asleep. He's nodding as if in agreement.)

7. But with no one else around him nodding, he looked like a bobblehead doll.
His nodding didn't seem tied to anything in particular that he should have been responding to. He looked less like a person who was engaged than a person who was focused on remembering to nod.

6. People who nod a lot more than the other people around them
while listening to something as part of a group remind me of kids in a classroom who nod excessively in order to give the teacher the impression they're listening, when in fact their mind is a million miles away. Or they're falling asleep.
