that's like saying the shuttle mission that followed the Challenger explosion had a smoother flight. Even if they had found some way to make Rita stop in her tracks and fizzle to nothing while still in the middle of the gulf, it wouldn't change what happened, and did not happen, after Katrina. The sudden "improvement" in their reaction only serves to spotlight the total failure and incompetence the first time around.

Of course, I'm sure the victims of Katrina still waiting for solid relief and concrete plans for rebuilding their lives are comforted to know the gov't that ignored them during and after hurricane #1 have learned their lessons and are doing much better for #2. :sarcasm:
