So Bush doesn't understand how state and local governments work!!??

So Bush doesn't understand how state and local governments work!!??
I heard that Bush said one of the things he has to better understand when it comes to handling a disaster is how the state and local governments work together. I saw a clip of him saying this last night on the Daily Show. I couldn't believe it! Wasn't this guy supposed to have been Governor of Texas for six years? and he still doesn't know how state and local governments work together? What an embarrassment this guy is to this country.

2. Jon Stewart on The Daily Show pointed that out yesterday
Had one of those "wiping the eyes" moments of disbelief after Bush, the Governor of TEXAS for six years, said he needed to learn more about how state & local governments work.

Simply amazing.

I think I read that it's the Lt.Governor and the legislature who really have power in the Texas state government.

In any case, I'm sure he paid as much attention to his job when he was Governor as he currently pays to his job as President. In other words, he only really pays attention to it when he wants something, and only as much as he needs to in order get it.

Many think he's some kind of mastermind...I disagree. He's a managed product for the fundraising stump and the TV.
