"George Bush Doesn't Care About Black People," a song born of a rapper's frustration with the federal government's response to Hurricane Katrina's aftermath, has been downloaded more than 1 million times since its debut Sept. 6.
Created in less than 30 minutes by two Houston musicians, the free song marries the comments by Kanye West with the drums and vocals of the rapper's song "Gold Digger." Bubbling for weeks on the Internet, the track also has made it to radio. On Friday, radio personality Tom Joyner played it for listeners of his syndicated radio show, carried in Chicago by WVAZ-FM, also known as V103.

Because the song is available for free, Randle said, lawyers for West's Roc-A-Fella label have not contacted him.
"We didn't do this for profit, so they won't come to say cease and desist. By not taking money from it, we haven't infringed on any copyrights," Randle said.
