Stockton Barge Dweller Finally Agrees to Move



The Stockton man who for three years has refused federal efforts to get him to move off the barge he calls home has finally agreed on a relocation deal.

Herman Miller and the Environmental Protection Agency have reached an agreement on a package that includes a taxpayer-purchased home for Miller. Other details on the deal were not available.

The EPA has been trying to convince Miller to leave his barge for three years so crews can seal toxic chemicals in the mud at the bottom of Old Mormon Slough. The pollution came from chemicals the McCormick and Baxter Creosoting Company dumped in the slough. The chemicals contaminated the slough as well as nearby soil and groundwater, making the entire area a potential hazard to fish and the people who eat them. The company stopped operating in 1990 and the site was named a Superfund project in 1992.

The EPA needs to move Miller's barge so it can carry out a plan to lay two feet of sand over the bottom of the slough to seal in the polluted soil.
