To paraphrase:

The student who blew himself up tried to buy Ammonium Nitrate on Sept 28. An off duty police office thought it was suspicious and wrote his lic plate# down. Then reported it AFTER Hinrichs blew himself up.
The clerk at the feed store where he tried the buy the fertilzer said he told him they didn't have it and Hinrichs acted vague about what he was going to use it for.

My thought: He lived in an apartment.
